The following article has been submitted by Fifth District County Councilman David Marks about his proposed legislation.
Baltimore County Councilman David Marks has introduced legislation that would prohibit panhandle lots throughout the Perry Hall area.
Panhandle lots are real estate parcels with a narrow strip of land that provide access from a street to a buildable, back area. They are often used for infill development behind existing homes. These lots are currently prohibited in Perry Hall’s Honeygo area and Carney and Cub Hill.
“A family who lives in an established community should have the peace of mind that an investor will not buy that small patch of land behind their home and cram in one or two units with a long access road,” Marks said.
Under the legislation, these type of lots would be prohibited in the region outlined in the Perry Hall Community Plan, which roughly extends from the BGE power lines at Simms Avenue to the Honeygo area, and from the Great Gunpowder Falls south to White Marsh Run.
Since taking office, Councilman Marks has downzoned thousands of acres to lighten development and preserve open space.
