Nawrocki and Szeliga Urge Council to Reject Walker as IG

The following article was submitted by District 7A Delegates Ryan Nawrocki and Kathy Szeliga Urging the Baltimore County Council to reject the appointment of Khadija Walker as Inspector General

Delegates Ryan Nawrocki and Kathy Szeliga issued a joint statement today urging the Baltimore County Council to reject the County Executive’s nomination of Khadija Walker as the next Baltimore County Inspector General.

The delegates continue to voice their strong support for the reappointment and confirmation of current Inspector General Kelly Madigan.

“Baltimore County residents deserve an independent watchdog who will follow the facts, not one picked under a cloud of controversy,” said Delegate Ryan Nawrocki.

“Kelly Madigan has served with integrity, independence, and courage, and has proven herself willing to hold even the most powerful officials accountable.”

Delegate Kathy Szeliga echoed that sentiment, emphasizing the critical and respected role the Inspector General plays in promoting transparency and rooting out waste, fraud, and abuse.

“Ms. Madigan should be reappointed,” said Delegate Kathy Szeliga. “Since 2020, she’s done an outstanding job as our IG; thorough, accessible, and professional. When we requested an investigation for our district, she delivered with integrity and precision. As a Marylander with deep roots in Baltimore County, Kelly Madigan has earned our trust as an attorney, manager, and investigator. She was even named Fraud Fighter of the Year.”

The delegates noted widespread public concern and backlash over the effort to replace Madigan, who has led several high-profile investigations that have held county agencies accountable. In contrast, Walker’s qualifications seem better suited to working in an accounting firm rather than serving in such a vital role, and her appointment raises serious concerns about transparency and accountability in the selection process.

In addition, living over 2 hours away from Baltimore County poses serious problems for her to be able to serve in this role effectively. The potential consequences of this appointment could be detrimental to the independent oversight of Baltimore County.

“The Inspector General must be above politics. Kelly Madigan is the only candidate who has demonstrated the independence and strength to do the job right,” added Delegate Nawrocki.

Delegates Nawrocki and Szeliga, in their unwavering commitment to the citizens of Baltimore County, are urging the County Council to reject the appointment of Khadija Walker and to stand with the residents by reinstating Kelly Madigan as Inspector General.
