BCPS Improves MCAP Scores for Second Straight Year

Baltimore County Public Schools stated for the second year in a row, it has improved MCAP scores as BCPS students make gains on 14 of 16 English and math state assessment data points. Here is the BCPS release

Data released on Aug. 26, by the Maryland State Department of Education (MSDE) shows that Baltimore County Public School students have made gains in performance on the English Language Arts (ELA) and mathematics state assessments for the second year in a row.

Eighty BCPS schools saw increases in the percentage of students scoring proficient in both ELA and math.

BCPS students made gains on 14 of 16 English and math assessment data points. In less than three years, BCPS has shown the greatest gain in ELA achievement since 2019. The BCPS rate of improvement in ELA for 2025 (3.1 percent) exceeds the statewide improvement percentage (2.4 percent).

This assessment data highlights the progress students and schools are making on state academic content standards as well as student progress toward graduation and career readiness.

Over the past two years, BCPS has worked to build targeted systems; implement high-quality, standards-based curriculum with fidelity; and strengthen staff development and training.

We believe our system is attaining these positive results and seeing increases in performance at a rate faster than the state average thanks to the tremendous efforts of Team BCPS educators, administrators and students and the strategic investments in key focus areas that are fast forwarding system progress and keeping student achievement at the forefront.

Highlights of BCPS Student Performance
• On the geometry assessment, 20.4 percent of students scored proficient or higher, up 7.3 percentage points from 2024.  
• On the Grade 3 math assessment, 39.1 percent of students scored proficient or higher, up 3.6 percentage points from 2024.
• On the ELA 7 assessment, 44.0 percent of students scored proficient or higher, up 4.5 percentage points from 2024.
• On the ELA 3 assessment, 47.4 percent of students scored proficient or higher, up 3.7 percentage point increase from 2024.

Spotlight on School Achievement
• 33 elementary schools outperformed the state average in ELA across all grades.
• Eight middle schools outperformed the state average in ELA across all grades.
• Eight high schools outperformed the state average in ELA in English 10.
• 27 elementary schools outperformed the state average in math across all grades.
• Nine middle schools outperformed the state average in Algebra 1.

• 70 elementary schools increased in ELA performance with six schools achieving double digit percentage point increases

• 25 middle schools increased in ELA performance with nine middle schools increasing more than 5 percentage points. Parkville, Deer Park, and Perry Hall middle schools had the highest percentage point increases at 9.4, 8.2, and 8.1 percentage points respectively.

• 17 high schools increased in ELA performance with two schools achieving double-digit increases—Parkville (13.5 percent) and Sparrows Point (11.1 percent). Milford Mill Academy increased by 8.0 percentage points.
 
Math
• 74 elementary schools saw increases in math proficiency with 11 elementary schools showing double-digit increases.

• 20 middle schools achieved increases in math proficiency with Catonsville Middle School having the highest increase at 5.9 percentage points.

• 10 high schools increased math proficiency with Western School of Technology achieving a 11.7 percentage point increase and Woodlawn increasing by 6.8 percentage points.
 
All student service groups (Economically Disadvantaged, Multilingual Learner, Special Education) and 9 out of 10 race/ethnicity student groups increased the percentage of students proficient in both ELA and Math from 2024 to 2025.

As we look ahead, we will continue to move with urgency to sharpen our focus on the fundamental components for effective teaching and learning, set high expectations for all students, and collaborate on effective solutions to increase student performance.
