Eastcountytimes.com has projected Sharonda Dillard-Huffman as the winner of the District 8 primary for Baltimore County Council with 22 of the 26 precincts reporting, including Early Voting. She has 48 percent of the vote compared to Crystal Cody’s 33 percent of the vote. She will face Republican Josh Sines, who was unopposed in his primary.
