Construction to Continue on Northeast Section of Beltway

The Maryland Department of Transportation State Highway Administration announced they will continue working on a project on the northeast side of I-695. Motorists should expect delays. Here is the full release:

The Maryland Department of Transportation State Highway Administration will begin the next phase of the major I-695 (Baltimore Beltway) project that will ease peak-hour congestion, enhance safety and travel time reliability along I-695 on Sunday, October 12.
The work is part of the $184 million Transportation Systems Management and Operations (TSMO) project.  

The State Highway Administration will shift all existing travel lanes of I-695 between I-83 (Baltimore-Harrisburg Expressway) and MD 43 (White Marsh Boulevard) towards the existing outside shoulders to create a work zone in the median.  

In mid-October, contractor crews will:  
• Re-set lane markings (line striping) and re-set reflective pavement markers 
• Install temporary construction signs  
In January 2026, crews will:  
• Remove concrete barrier wall from the existing work zone between south of I-70 and between I-70 and Stevenson Road  
• Begin relocating the barrier wall to create a new work zone on eastbound I-695 (inner loop) and westbound I-695 (outer loop) from I-83 (Baltimore-Harrisburg Expressway) west of Towson and MD 43 (White Marsh Boulevard). 

This work is necessary to ensure that the partial completion of the overall project, which is the opening of the Part-Time Shoulder Use (PTSU) lane in both directions of I-695 between I-70 and I-83, can be achieved by late summer 2027.  

The median work zone in these areas is necessary to ensure that the PTSU between I-83 and Lillian Holt Drive can be opened to traffic by late summer 2028. Additionally, crews will continue to work on the section of I-695 between Pikesville and Towson and I-695 between  MD 43 (White Marsh Boulevard) and the Lillian Holt Drive overpass (just west of I-95). 

Motorists can expect off-peak, single-left-lane closures on the inner loop and outer loop of the Beltway weekdays 9 a.m. to 3 p.m., as well as overnights, 8 p.m. to 5 a.m. the next morning.   

Crews may occasionally close two lanes overnight beginning at 10 p.m. Additionally, speed limits will be reduced to 45 mph during work hours.  

Drivers must stay alert, avoid distractions and plan extra travel time. The closures are not anticipated to occur during morning and evening rush hours. The State Highway Administration will continue the Maryland Safe Zones automated speed enforcement in the I-695 TSMO work zone, including warning signs, digital speed displays and cameras.   

The State Highway Administration and its contractor Concrete General, Inc. of Gaithersburg, will use digital message boards, temporary traffic signs and barrels to direct motorists through work zone.     

The State Highway Administration is Serious about Safety and asks drivers to slow down and move over, if possible, in work zones and pay extra attention to pedestrians and bicyclists. Keeping drivers, their passengers and vulnerable highway users safe is our top priority.
