Council passes bill for infrastructure improvements on Earls Rd

Fifth District County Councilman David Marks submitted the following article that his legislation was passed by the Baltimore County Council to require infrastructure improvements along Earls Road. 

On March 2nd, the Baltimore County Council unanimously passed legislation that requires infrastructure improvements in the vicinity of the Lafarge Quarry, addressing community concerns about future truck traffic in the Earls Road area.

Bill 8-26 requires widening of Bengies Road and development of an east-wide connection between White Marsh Boulevard and the Earls Road corridor.  

The most recent Master Plan and the Small Area Plan for this area, also adopted by the County Council, recommend infrastructure improvements in this region.

“When I was first elected, one of the biggest concerns I heard from the community was the inadequate infrastructure as plans for the Lafarge Quarry advanced,” Councilman Marks commented.  

“The newest development sets aside more than 250 acres for lighter green uses, and with this legislation, there is now momentum to develop improvements to accommodate any growth at the quarry.”

Marks thanked Josh Sines, president of the Essex Middle River Civic Council, for his work suggesting language to support the community.  

He also acknowledged Dave Conrad, the Chesapeake Gateway Chamber of Commerce and the Bowleys Quarters Improvement Association for their efforts to improve mobility in the region.
