With a capacity of 110 beds, Unlimited Bounds is among the largest rehabilitation centers in Maryland, offering much-needed services to individuals facing the challenges of addiction. Until now, this critical resource has not been directly accessible to residents of District 8; however, Blackwell has changed that.
“I promised District 8 that I would clean up our communities, and I’m going to do just that,” he states, demonstrating his resolve to implement tangible solutions.
Blackwell’s approach to public safety encompasses a multifaceted strategy that combines both external and internal solutions. He advocates for robust support of local law enforcement while emphasizing the need to address the social determinants of crime.
“We need to back our police department,” he insists.

In just this week alone, Blackwell and Geelhaar have currently enrolled 25 individuals from District 8 into the Unlimited Bounds program.
